Playground Games seem to be one of the only companies to take framerate seriously. Horizon 1 and 2 have the best 30FPS I've ever seen. It's actually locked, they designed the game to actually always meet 30FPS, and also the motion blur effects and other graphical stuff that can be used to improve the visual experience of 30FPS are exceptional, in my opinion.
